How we measure success

“As an organization, Homeward Bound measures success by helping people move from homelessness into stable housing — and stay housed. A key milestone is when someone transitions off the streets into a safe home, but our work doesn’t stop there. Our case managers continue supporting clients after housing placement, and long-term stability is one of our strongest measures of success. In 2025, 92% of people in our Permanent Supportive Housing Program remained stably housed and did not return to homelessness.

As a broader community leader, we also measure success by our ability to help shape strategic conversations around homelessness and affordable housing in WNC. That means identifying gaps in existing systems, collaborating with partners to provide solutions, and developing Homeward Bound programs that help our community respond more effectively to those unmet needs.” – Jessie Figueroa, Resource Development Director
